Pattern for Council of Rick Coat?

I'm wanting to make my boyfriend a Council of Rick cosplay for dragon*con but I can't find a good pattern anywhere.

Garments that unusual and specialized will not have commercial patterns available. Among fan sites, it will have to be a really popular episode or character for someone to develop one or at least a tutorial on it. You may be on your own.

Isn't DragonCon really soon? like a couple weeks? That's REALLY short notice for sewing from scratch.

You'll have to alter the front to get that zany angle and draft that shoulder thing from scratch.

There's a couple coat patterns in Simplicity's Men's section that could work, but they'd all need heavy modification for the collar and opening. Also looks like you'd want to put in shoulder pads, which I've never done but I'm assuming also requires some pattern tweaking. I feel like a closer pattern would be more readily available in Women's but I'm not familiar with fitting women's patterns to men or vice versa so I'm not sure if that should even be recommended.

I will say I'd make the sash separate. There's nothing that says to me it's supposed to be attached to the coat from that gif, and it'll make it easier to make and wear. I'd think just some heavy interfacing with like a snap or something in the armpit could work, or maybe some millinery stuff.

We got one month. it's crunch time. I have ...like six garments to sew. Fortunately, most of them are from commercial patterns, but I'm slow. Wish me luck
