Welcome to cosplay.com! ^^ Most of us make our costumes and as such we buy patterns and fabric to sew. Anko's costume pieces may be things you can find however. Fishnet shirts are for sale at Hottopic and on ebay and goth clothing sites. The shorts and jacket may be items that could be found at thrift stores, but as with most thift store cosplay shopping, it usually takes a good amount of time/patience to find something close enough. The shin guards look like the same kind used in soccer so that's easy enough. The headbands can be gotten off ebay fairly cheaply as well as some commissioning sites.
Commissioning is another way to go. Just in case you're unsure of what I'm talking about, commissioning is when you pay someone to make the costume for you. It's not really like buying a costume form a store though because they are making it just for you to your measurements, they are made to order. Even something like Anko where you might just commission the jacket and belts it would probably cost at least $75 to have it done. In case you don't sew, designing patterns from scratch and creating something 2d into real life is very hard at times and most commissioners charge about $10 an hour or more in labor. If you do sew there may be patterns that could be altered for the jacket.
So really there isn't a place to buy a costume unless someone happens to have one up for grabs on ebay so if you don't sew or are not loaded I recommend hunting at the thrift stores or ebay for the pieces, you never know what you'll find. ^^
