I've asked myself that same question last year. Making, if u can call it that, that costume was the first experience i had with cosplay. anyway this is what i did.
*important* This way is completely and utterly very amateur if u want something that you can wash, re-use, or just something that is better discontinue reading.
First i got a somewhat over sized jacket that i had and traced it over a folded piece of white bed/linen sheet. At this point i disregarded the huge mandarin collar. Next I sewed over the trace I made. Thirdly, I flipped it inside out which would hide the excess fabric that was beyond the stitching. Then I cut one side in half, therefore making it into a jacket. From there I made the holes and stichted on the buttons. The most interesting thing was making the mandarin collar.
First I measured how long it should be, next I hot glued some white cardboard onto it (it stayed on pretty good), then i folded the other sheet over it. So basically in the end i had a cylinder of fabric with pieces of cardboard in it. Then u basically slide it over your head. And to me it definately wasn't the best looking cosplay, but it got it's point across, people knew what anime i was from and they took pix ^-^ so it was fine for me.
