Any help on making an arpoon? (FF8)

Well, i plan to do a Ward Zabbac cosplay, but i have a small problem.

How to make the arpoon he uses?
Here's a photo of another cosplayer with one:

Now, the question is:
What are the best materials to make it light.
How to make both tips.

Also, i would prefer if some of the materials could be bought at a Home-Depot kind of shop, since i have one not far from here, at it's quite easy to go there.

Wood might be too heavy, metal might not let it be admited in the con...Maybe use Plaster or cardboard...(Cardcoard might at first look cheap, but if you paint it well, it will look reall....

Looks simple enough... PVC pipe for the shaft, and carve a piece of foam into the shape of the blade and the loop.

Indeed PVC pipe, use triplex wood for the blade and for the loop find those cheap plastic throwing rings for kids or pets.
