Suggestions with armor?

Hi! I'm making Yuffie and Cloud costumes from Final Fantasy 7. I was having trouble with the armor on their shoulders. What do suggest I make it out of?

With semi-spherical pieces like that, you might just wanna try paper-maché. That'd probably be the least amount of fuss for just a couple of small pieces.
