Neko Cosplay

I just recently decided to go to Anime Festival in dallas on a LIMITED budget. Most of my cosplay stuff is out of my closet. I'm making neko ears and tail out of leftover scraps of black velvet and faux white fur. I have a few questions for anyone who can help...

How do I make easy ears to wear on a headband or ribbon? I bought some wireform.

Is it awful to make my tail stay up with a wire hanger? It just happens to be as long as the fabric for the tail (five feet) but it seems a cheapie thing to do to me.

I'm wearing a red corset and black fishnets over white tights, but I'm not sure what kind of skirt to look for at the DAV/ goodwill... any ideas? I thought about something poofy/lolita looking, but I'm not sure if it will go well.

Thank you in advance for your help/opinions.
