Help with wings/feathers (Fubar from SuikodenIII)

Hi!
I'm going to be doing a Fubar (not human-like but 4 legged) costume in the near future and I need a little help on the front feathered body. The feathers look very small and concentrated which seems to me would be a difficult effect to achieve. Does anyone have any ideas?
Also for those of you who have worked on wings or similar how many feathers did you use? (in terms of pounds I guess since there's way too many to count otherwise.)
Any help would be much appreciated!

I wouldn't know the first way to describe feather purchasing in terms of weight...however, 25 packages of 8 (12 inches), 2 feather boas, and 5 packages of Down feathers (2-3 inches) got me these.

I'd use the Down feathers for the head/chest/arms and use lots to blend where the wings come out. Just start at the waist/bottom of the costume and work your way up so all the feathers you apply get layered correctly. Starting at the head would make the layering look funny since you'd have to life each previous feather you put down so you could fit the one that comes next.

I suppose this isn't the best costume to start off on in terms of working with feathers but...What is the best way to attach feathers?
I'm casually thinking of getting strung feathers but that is going to be majorly expensive... not that the rest isn't going to be...
