1) Check out the Gothic & Lolita Bible.
2) Check out this thread: http://forums.cosplay.com/showthread.php?t=58411
There are lots of links floating around in there.
Question being...
Are you looking for specific anime/manga characters who dress in a gothic lolita style to cosplay as, or are you intending to dress in gothic lolita fashions?

Oh if you're looking for some gothic lolita stuff, check ebay, there are two very good sellers on there who sell premade clothing. One is Honest Dragon China and the other I can't remember right now. Just go to it and type in "Gothic" or "costume" it should come up.

There are scans from the Gothic & Lolita Bible online. They are linked in the thread I posted. Really, there's a TON of info and links in that thread. You should go through it because it should answer most of your questions.
It's a magazine from Japan. It contains ads for clothing manufacturers in Japan that design EGA/EGL/etc. type clothing and sample pictures of their clothes. There are also pictures of lolis they've taken from off the streets. They also have make-up and hair styling tips with illustrations and product suggestions. I think they have interviews, too, and there is a pattern included in the back.
I don't read Japanese, but I bought one of the volumes just for the fantastic pictures. There was a gorgeous photoshoot of Mana in some lovely Elegant Gothic Aristocrat clothing (his own clothing line, I think) and Hakue from Penicillin plugging some jewellery. I found it in a rather unlikely location - an independent record store catering mostly to industrogoths down in Philadelphia! It cost me a hefty $25 but it was worth every penny.

^.^

Look up Mana from Malice Mizer. He is the founder of the Gothic Lolita - visual kei - look. I absolutely love everything he wears. He even has his own clothing store - that is, if you are willing to spend a shit load of money on a fluffy skirt. <.< >.>

Check Ebay. If you see a pic of an awesome suit from Hong Kong, check out the stores. The amount of costumes you'll find without paying $30 for a GLB will do the trick.

Mana's not the founder. He just coined the terms EGL & GLA. Others claim Izam was the founder, but he isn't either. He & mana were just the 2 most popular.

I got this one from Yinc-Yincs for $50.

There are many different styles of Gothic lolita:
Elegant Gothic lolita,
Elegant Gothic Aristocrat,
Sweet Gothic Lolita,
Urban Gothic Lolita
and Japanese Gothic Lolita (Think Lolita-fied kimonos).
Here is a link to cosmates, they cater to all the above styles and ship internationally.

This is a link to cdjapans Moi-meme-Moitie catalogue, Mana's EGL and EGA clothing line.
Expensive but beautiful.

Oh, i forgot Casual Gothic Lolita.
It usually something like: a normal t-shirt with an EGL skirt.
Much more simple than the other Gothic Lolita styles.
And here's another site, again, there stuff is expensive but very beautiful:

Here's an excellent and informative site explaining Lolita in general, the cute style of Japan, and other style emerging everyday from the street of Harajuku. However, it's written by an outsider of the style, so everything there may not be entirely accurate, it may simply be interpretations of the writer.

That Lolita Snap site is an awesome database of photos! I'm so happy! ^^
