The "Patch" on the Side of Naruto's Jacket

I was wondering what did you Naruto cosplayers make the little spiral on the side of Naruto's jacket out of? I stumped to if it should be sewn on with fabric or done with something like craft foam.

Any and all help would be great!

The most common one I've seen is white twine rope string and felt

I just used felt, stitched the spiral on with a wide, close stitch, then stitched around the edge to attach it to the jacket. Gave it a nice embroidered look.
