Bleach- Sorry excuse for a shirt Q

Ello! I'm trying to make Yoruichi's cloth strip shirt thing. You know, the one slip of cloth that connects from her scarf and tucks into her pants.
1- How do I get that thing to stay? Sew it into cloth?
2- How do I do it for keeping myself from falling out of it?
3- How should I tuck it in the pants? Sew it in or hope it stays?

Maybe you can get a hold of invisible straps (like clear bra straps, but not a bra strap) or some durable tulle (though I think durable tulle is an oxymoron). This way, you can make the outfit a halter top with an invisible back, and this could just keep you in.

Another thing you could try is to give it a waistband at the bottom, and cover it with the white sash. It would resemble a man's suit vest that doesn't have a back, just adjustable straps, if you've ever seen those.
