Question Mai Costume Question

I've figured out how to do the hair thing, and I think I've got how to do the belt/tails-with-balls as well. I've even got a good solution to that rope stuff around her shoulders.
The problem (unfortunately) is the main part of her costume. o_0 I'm not sure how to do the crossed-over part in the front. Does it make more sense to attach the two crossed-over pieces, making the entire costume a "pull-over", or does it make more sense to leave the front unattached, so you'd put it on like a bath robe (cross one side over the other, and hold it together with the belt)?
I've never made anything that had to cross over like this before, so I'd appreciate any advice! Especially from those who have also made Mai costumes! ^_~

It depends on how you wanna do it. I cheated and made a pull over shirt thing, where the crossover thing on the front was really just white fabric put on in that pattern. ^^;; Then the skirtflap was a different piece entirely. But you could easily do it as a robe. o_o;
