Donald Duck from KH2

My friend's little sister is trying to make a Donald costume and we are stumped on how to make a...duck butt. Does anyone else have any good ideas?

If you're making a mascot costume, then make a wire frame/skeleton and paper mache the mess out of it and add a few feathers.

If you're not doing a mascot costume, make a pair shorts (your sister's should probably have orange stocking/tights under the shorts), make a special pocket in the back and stuff it full of cotton. And then add some feathers for the final touch:
