Ceras/Seras Victoria Boots
I was going to make my own boots, but I'm really short on time...and even at that, I may not get around to my Ceras/Seras cosplay this year sadly ><;;

As a Seras cosplayer myself, I was able to find the perfect boots in my mom's closet. I know, lucky.
I did make similar boot covers for a friend once, and if you have a good stury pleather, you're good to go. Also search in every store you can for a boot that can be turned down to make a cuff like that. I know I saw a few good pairs in both Payless and TJMaxx. I seem to find cosplay stuff in the oddest places. But there are boot cover tutorials floating around here, if you don't know how to make them already.

I actually just bought a couple of cheap knee high boots, cut them in half, and then attatched a cuff to the top of them.
