I'm gonna say insulation foam and pvc for the basic structure, then how you go about making that stronger (fiberglass, paper mache, etc.) is up to you. As for the giant chain, you just missed an easy option to get that, which was halloween props. I saw many giant chains for cheap, and if you look hard enough online, you might still find a few floating around even though halloween has passed. Try party city?

I actually wouldn't use a big thickness for the base of the prop, in an attempt to keep the overall weight down. For the large section right underneath the chain, I would just use pvp coupler sections of 2" diameter or so. Just bulk up that area and you will get the desired thickness, while still keeping the overall weight low.

Oh how I chuckle! I just used the Search button and found this wonderful tutorial on this EXACT key weapon in less than 30 seconds. Funny what you can find if you take the time to look!
I'm not trying to be mean, but this is the perfect example of a thread existing that answers the EXACT question asked.
